Latin American PPP Experiences: one dollar public expenditure spurs 5 dollars in private funding

Dr. Joaquim TRES, Coordinator of Regional Integration Instruments, Integration and Trade Sector, Inter-American Development Bank, said that there is a role for regional development banks in removing bottlenecks and correcting market/coordination failures. Cross-border infrastructure building needs a vision and coordination costs could be enormous. Inter-American Development Bank has accumulated experiences in this aspect.

He stressed the importance of PPP and cited figures to show the strength of effective PPP: on average, one dollar public expenditure spurs 5 dollars in private funding in Latin America.

The deficiency is that PPP in Latin America is concentrated: 65% in Brazil and Mexico and 80% if Peru and Chile are counted.
