Yasuo Fukuda: Universal Health Coverage Helps Tackle Aging Population

The Global Health Forum of Boao Forum for Asia kicked off in Qingdao on June 11th, 2019. Mr. Yasuo Fukuda, Chairman of Council of Advisors of BFA and former Prime Minister of Japan, delivered a speech at the Opening Ceremony.

Mr. Fukuda pointed out that an aging population is a pressing challenge to be tackled in East Asia and beyond. We must work harder to help people live a vigorous life in old age so that they can continue to contribute to national and social development. Universal health coverage is a specific policy and task, in which Japan has a lot of positive and negative experience to share. Japan successfully introduced the universal health care system during its population bonus period, a period that China and other Asian countries are now experiencing, in order to provide all citizens with access to affordable health services. China has become a key player in technological innovation, especially in the fields of ICT, and the role of technological innovation can only be greater in order to respond to the coming social change. The China-Japan cooperation in this field will have an impact on the world. Recently, the Chinese and Japanese governments have reached a healthcare cooperation agreement that is set to play a significant role.

Mr. Fukuda emphasized that the development of new technologies such as artificial intelligence will profoundly change the healthcare concept, and will enable the elderly and the disabled to better tap their potential. In order to allow more people to benefit from such innovations, it is necessary to establish a sound social system. Universal health coverage is one of the powerful solutions in this regard. If China and Japan join hands in this field and jointly promote cooperation across Asia, they can better solve issues such as aging population, while creating new business opportunities.
