SG ZHOU Wenzhong‘s Press Release on the Preparation of BFA AC2014

On March 26, 2014, BFA secretary general Zhou Wenzhong held a press conference to introduce the preparations for the coming the BFA Annual Conference 2014. The main contents of the press conference are as follows.

I. Dates, theme, topics, and sub-meetings

The BFA Annual Conference 2014 will be held from April 8 to 11 in Boao, Hainan. The conference has a theme of Asia’s New Future: Identifying New Growth Drivers. The opening ceremony will be held on the morning of April 10, which, according to the plan, will be attended by Li Keqiang, premier of the host country, and over ten state and government leaders.

The topics of the BFA Annual Conference 2014 mainly focus on reform, innovation, and sustainable development. There are 58 formal discussions, including 30 sub-forums, seven closed-door meetings, seven breakfast / lunch / dinner meetings, six celebrity dialogs, four roundtable discussions, and four televised debates. In addition, eight night dialogs are also arranged with / in more leisure, casual, and interactive topics and forms.

II. Highlights and innovations of the annual conference

(I) Country-focused meetings for major economies

To learn more deeply the reform ideas and development strategies of the major economies in the world, the BFA Annual Conference 2014 will, based on the suggestions of the delegates, hold four meetings respectively focusing on EU, US, Russia, and Australia, which will engage government leaders, important entrepreneurs, and economists of the corresponding economies as discussion guests to have interaction and dialogs with the conference delegates.

The EU meeting will be presided over by BFA Director Raffarin and attended by some British, French, and Spanish entrepreneurs from Unilever, Cayenne Group, and BBVA, who will have discussions about economic recovery prospect and reform measures of EU.

The US meeting will be attended by some guests from political, commercial, and academic circles, including Gutiérrez, former minister of commerce, Sir Rothschild, chairman of the board of Rothschild Company, and Nouriel Roubini, professor of economics of New York University Stern School of Business. They will discuss the sustainability of US economic recovery, withdrawal of QE, and the recovery’s impact on the emerging markets.

The Russia meeting will be presided over by BFA Director Catherine and will discuss the prospect of Russian economy.

The Australia meeting will involve some Australian entrepreneurs such as Michael Chaney, chairman of the board of National Australia Bank, and Gail Kelly, CEO of Westpac, and some Chinese entrepreneurs with important investment in Australia.

(II) A series of CEO meetings for entrepreneurs

In addition to several dozen formal sub-forums, the BFA Annual Conference 2014 arranges a series of CEO closed-door meetings for entrepreneurs, including:

--- Dialogs with the leader of the host country: Last annual conference successfully held a closed-door dialog between Chinese President Xi Jinping and some 30 entrepreneurs. The annual conference 2014 will copy the practice and hold a small-scope dialog between Chinese Premier Li Keqiang and some entrepreneurs.

--- Closed-door dialogs between CEOs and ministers: Chiefs of some Chinese ministries and commissions in charge of making economic decisions (NDRC, MOF, and MOC) are engaged to have closed-door dialogs with nearly 100 CEOs. The ministries will introduce to the CEOs China’s reform plans and economic prospects and listen to their opinions and suggestions.

--- Closed-door dialogs between CEOs and governors / mayors: According to the plan, governors and mayors of some important provinces, municipalities, and autonomous regions of China will be engaged to have closed-door dialogs with 25 CEOs. The governors / mayors will introduce to the CEOs the investment environment and reform plans of their provinces and municipalities and listen to the CEOs’ opinions and suggestions.

--- MNC CEO Brainstorming: Global CEOs and chairmen of the board of the top 30 MNCs attending the Annual Conference will be engaged to have closed-door discussions about global risks and the response strategy in 2014.

--- Asian-Pacific CEO Roundtable: CEOs of 40 MNCs in the Asian-Pacific Region will be engaged to have closed-door discussion about the investment environment in the Asian-Pacific Region.

--- Private Sector Roundtable: Some 50 important private entrepreneurs will be engaged to have dialogue about deregulation and opportunities for private enterprises.

The aforesaid six meetings give the CEOs opportunities to have close dialogs with Chinese leaders, ministries, governors, mayors, and personages from the education circle. The CEOs also have three dialogs among themselves.

In addition, the Annual Conference will also arrange dialogues for CEOs from sectors such as energy / resources, medicine, investment, automobile, internet, and real estate.

(III) CEO bilateral dialogs

During the BFA Annual Conference 2013, there was a dialog between Chinese and Australian CEOs. Some 15 business leaders from both sides had a long closed-door discussion and met with Australian prime minister, who also attended the annual conference. Such meeting is highly acclaimed by business leaders.

--- Dialog between Chinese and Australian business leaders. Some 15 Chinese and Australian CEOs from financial and energy sectors have confirmed their attendance at the dialog, including those from CITIC, Import & Export Bank, Sany, Stone Group, Woodside Energy, National Australia Bank, and Macquarie Group.

--- Dialog between Chinese and Russian entrepreneurs from energy and financial sectors: About 20 Chinese and Russian entrepreneurs from energy and financial sectors have confirmed their attendance at the dialog, including those from CDB, CNPC, CGN, Russian Oil, Russian Gas, Russian Gas Bank and Russian HYDRO.

(IV) Young observer project

To cultivate a sense of identity towards BFA and its mission among Asian youths and lay a foundation for BFA’s sustainable development, BFA Secretariat initiates the young observer project. Some successful personages aged below 35 from political, commercial, academic, and media sectors and dedicated to cooperation and integration of Asia will be chosen from the 28 sponsor nations to take part in the entire the BFA Annual Conference. After the conference, they will write analysis reports on the relevant topics of the conference and put forward policy suggestions.

(V) Topic of political safety

During the BFA Annual Conference 2013, some non-purely-economic topics were introduced, including food safety and America-Asia relations. The BFA Annual Conference 2014 will further expand the scope of the political safety topic and hold various forms of discussions about the South China Sea, internet safety, and China-US relations.

III. Attendance

This year, invitations have been sent to Chinese Premier Li Keqiang and the heads of state and government leaders of over ten countries. They are invited to attend the opening ceremony on the morning of April 10 and give speeches on the conference theme --- Asia’s New Future: Identifying New Growth Drivers. Then, some leaders will be invited to attend and take part in the discussions of the three sub-forums on the afternoon of April 10 and interact with other delegates.

Among the former government leaders are Han Duck-soo, head of Korea International Trade Association and former prime minister of South Korea, Enrique BARON CRESPO, former speaker of European Parliament, Peter Costello, chairman of Sovereign Wealth Fund and former vice prime minister of Australia, and Surakiat, former vice prime minister of Thailand.

Over 40 chiefs of international organizations and ministerial officials will make a special trip to Boao for the conference and take part in various forms of discussions. Among them are Tim Shriver, chairman of Special Olympics International, Sha Zukang, former vice secretary general of the UN, Stephen GROFF, vice president of Asian Development Bank, Khairy JAMALUDDIN, minister of the United Youth Movement of Malaysia, Arun MAIRA, (ministerial) member of the Planning Committee of India, Zhou Xiaochuan, president of the People’s Bank of China, Xiao Guang, chairman of China Securities Regulatory Commission, Li Bin, head of the National Health and Family Planning Commission of the People’s Republic of China, and several Chinese ministers in charge of economy and finance.

In addition, more than 40 ministerial officials will accompany their state leaders to attend this year’s annual conference.

Among the famous entrepreneur delegates are Ratan Tata, honorary chairman of the board of India Tata Group, Olof Persson, president and CEO of the Volvo Group, Almadi, vice chairman of the board and CEO of Saudi Basic Industries Corporation, Guo Taiming, chairman of the board of Hon Hai / Foxconn Technology Group, Murilo FERREIRA, CEO of the Vale of Brazil, Paul TAYLOR, president and CEO of the Fitch Group, Steve MOLLENKOPF, CEO of Qualcomm, Umirzak SHUKEYEV, chairman of the council of “Samruk-Kazyna” Sovereign Wealth Fund of Kazakhstan, Sir Evelyn de ROTHSCHILD, chairman of the board of Rothschild Company, Richard BROADBENT, chairman of the board of British TESCO Group, Stephen Badger, chairman of the board of Mars, Park Sam Koo, president of the Kumho Asiana Group of South Korea, Hans-Paul BÜRKNER, global chairman of BCG, Alexey Miller, CEO of Gazprom, and Michael CHANEY, chairman of the board of National Australia Bank and chairman of the board of Woodside.

Promoted by BFA Chairman Yasuo Fukuda, over 60 Japanese entrepreneurs, including Takeshi Yamada, president of the Toyota Motor Corporation, Taizo Nishimuro, president of the Japan Post Holdings Co., Ltd., and Koji Miyahara, president of NYK, will attend the conference.

Promoted by BFA Director Raffarin, nearly 20 famous European entrepreneurs, including François-Henri PINAULT, CEO and chairman of the board of Kering Group (former PPR Group), Jose Manuel GONZALEZ-PARAMO, executive director of the Spanish BBVA Bank, and Juan INCIARTE, vice executive president of the Santander Bank, will attend the conference.

In guest composition, guests from Europe and America, Asia / emerging economies, or the mainland of China make up one third of all delegates, showing an even geographical distribution.

According to preliminary estimation, executives of 150 Fortune Top 500 enterprises will attend the annual conference, including 50 chairmen of the board and CEOs, 30 executive vice presidents or presidents for the Asian-Pacific Region, and 70 presidents for the Great China Region.

Guests attending this year’s conference also include several renowned economists and technology tycoons such as Edmund PHELPS, 2006 Nobel laureate in economics, Mike Spence, 2001 Nobel laureate in economics, Ernst Ulrich von Weizsäcker, cochairman of the Club of Rome, Nouriel Roubini, professor of economics of the NYU Stern School of Business, Lin Yifu, honorary president of the PKU National School of Development, and former senior vice president of the World Bank, Zhang Weiying, professor of economics of Peking University, and Chen Zhiwu, professor of Yale University.

Journalists have been active in getting registered for covering the BFA Annual Conference 2014. So far, nearly 1,000 journalists from 189 media at home and abroad have been registered.

VI. Reports

Today, just before the BFA Annual Conference 2014, the BFA Research & Training Institute (RTI) continues to issue the Boao Forum for Asia Progress of Asian Economic Integration 2014 Annual Report, the Boao Forum for Asia Asian Competitiveness 2014 Annual Report, and the Boao Forum for Asia Development of Emerging Economies 2014 Annual Report. Details of the three annual reports will be introduced later by the author representatives.

The Boao Review, the official magazine of BFA, will sponsor a sub-forum of Micro and Small Business Finance: Innovation and Practice of Asia on the evening of April 8. During the event, the Boao Review will, following the practice of last year, again issue the Report on Micro and Small Business Finance 2014. In addition, the Boao Review will, during the Internet Finance Forum: Towards Rational Prosperity held on April 9, issue the Report on Internet Finance 2014, and, during the Night of Boao Review held on April 10, issue the Top 100 Most Influential Asian Companies 2014.
