Secretary-General ZHOU Wenzhong Attends the Inauguration Ceremony of the Belt and Road PPP Development Research Center of UIBE

On October 27, 2017, ZHOU Wenzhong, Secretary-General of Boao Forum for Asia (BFA), attended and delivered a keynote speech at the Workshop on Using PPP Mode to Support the Belt and Road Initiative & Inauguration Ceremony of the Belt and Road PPP Development Research Center held at University of International Business and Economics (UIBE). The event was jointly organized by UIBE, China Public Private Partnership Center of the Ministry of Finance, Chinese Academy of International Trade and Economic Cooperation of MOFCOM, China Development Bank, and the Export-Import Bank of China at UIBE. The meeting aims to explore the practice of PPP in China, to promote international cooperation on PPP, and to explore innovative use of PPP mode to support the implementation of the Belt and Road Initiative. The conference was attended by 400 or so representatives from central government bodies, local governments, social capital, financial institutions, advisory bodies, research institutions, and universities.

Genet Teshome JIRRU, Deputy Ambassador of the Federal Democratic Republic of Ethiopia to China; ZHANG Chenghui, Director of the Finance Institute of the State Council Development Research Center; and ZONG Liang, Chief Economist of Bank of China, attended the conference and delivered speeches. The Belt and Road PPP Development Research Center was jointly inaugurated by ZHOU Wenzhong, Secretary-General of BFA; WANG Jiaqiong, President of UIBE; JIAO Xiaoping, Director of China Public Private Partnership Center of the Ministry of Finance, as well as leaders from the Chinese Academy of International Trade and Economic Cooperation of MOFCOM, China Development Bank, and the Export-Import Bank of China.

ZHOU Wenzhong congratulated the establishment of the Development Research Center and said that the essence of business lies in circulation and key to circulation is infrastructure. China attaches importance to infrastructure construction, and has scored world-class achievements by virtue of its long-term clear planning and sustained investment.

ZHOU pointed out that globalization will usher in a new era. The era when developed countries focused on the use – but not the construction of –infrastructure, value material gains above justice, and sacrifice principle for profit, is behind the times; a large number of emerging economies represented by China are ushering in an era of using and building infrastructure with equal stress on profits and mutual interests. It is hoped that there are smarter ideas and more creative approaches enabling the private sector and social capital to become major players in the field of infrastructure. It is also hoped that the major economies will bear more charitable responsibilities by providing more public goods and services in the process of globalization, and doing their best to build infrastructure around the world.

The Belt and Road PPP project cases published during the meeting cover many fields such as water conservancy facilities, municipal facilities, transportation facilities, and resources and environment. These projects are  helpful in introducing the market mechanism and promoting the PPP model, and are of certain reference value in terms of social capital selection, transaction structure design and determination of return mechanism.
