Sun Da: To Promote TCM as An International Public Product for Global Health Governance


On June 2, Mr. Sun Da, Vice Commissioner of the National Administration of Traditional Chinese Medicine, attended the Expert Webinar of the 2nd conference of the Global Health Forum of Boao Forum for Asia, at which he elaborated on the application of Traditional Chinese Medicine (TCM) in global pandemic prevention and control efforts. The main content of his speech is as follows:

It gives me great pleasure to attend the expert webinar under the Global Health Forum of Boao Forum for Asia. On behalf of the National Administration of Traditional Chinese Medicine, I would like to express my heartfelt congratulations on the opening of this webinar.

Since the outbreak of COVID-19, Chinese President Xi Jinping has stressed on many occasions that equal importance should be placed on TCM and Western medicine, and the two should be combined and applied together in medical treatment, which has paved the way and served as the basic guiding principle for TCM to play its role in pandemic prevention and control. In line with the policy decisions and plans of the CPC Central Committee and the State Council, the national TCM system has been doing its utmost to promote the deep involvement of TCM in the whole process of pandemic prevention and control, and to carry out early intervention with TCM across communities broadly; the TCM treatment regimen became an integral part of the national COVID-19 diagnosis and treatment protocol, in which TCM drugs and treatment methods were used for early intervention for mild cases and applied in the treatment for severe cases together with Western medicine, effectively improving cure rate and reducing fatality rate; TCM also became one of the major means of rehabilitation for patients. In addition, about 5000 medical workers from the national TCM system were dispatched to the anti-pandemic frontline in Hubei Province. While delivering clinical treatment, they also summarized experience and conducted clinical research, made strenuous efforts to sieve out effective TCM drugs, and timely promoted effective TCM drugs and prescriptions represented by "Lung Cleansing and Detoxifying Decoction". As of May 12, TCM was used in the treatment of 76,016 confirmed cases nationwide, accounting for 91.68% of the total. TCM has become a highlight of China's pandemic prevention and control. Furthermore, unremitting efforts are made to advance global pandemic prevention and control, to contribute China's wisdom and strength, such as publish English version of TCM diagnosis and treatment protocol for COVID-19, support the hosting of over 30 video meetings for exchange and live streaming activities, donate TCM products to over 10 countries and regions based on their demand, and send 37 TCM practitioners to 18 countries and regions to support their anti-pandemic efforts in response to the call of the National Health Commission. All these have fully demonstrated China's role as a responsible major country, reflected the interdependence of all countries around the world, and brought into full play the strength of TCM in the building of a global community of health for all. 

At present, the rampant spread of the COVID-19 pandemic across the globe has posed a huge threat to the safety and health of all people worldwide, and brought daunting challenges to global public health security. This is why this webinar is of vital significance. We are deeply touched by President Margaret Chan, Chairman Ban Ki-moon and Secretary-General Li Baodong who have showed great support for China's anti-pandemic work and stressed the importance of TCM at a critical time when COVID-19 is wreaking havoc in China. The National Administration of Traditional Chinese Medicine is pleased to share with the international community the experience and practices in applying TCM in pandemic prevention and control, to provide reference for other countries, and promote TCM as an international public product for global health governance, so as to make its due contributions to improving the well-being of all people around the world and promoting the building of a community with a shared future for mankind.
