Born in February 1952. Graduated from the Renmin University with a PHD degree in 1987. Recognized as an Expert with Special Contributions to the Country. Once Deputy Head of the Market Research Institute of the State Council’s Development Research Centre, Mr. Chen now holds a number of important positions and titles: Director General of the Policy Research Centre, the Ministry of Construction; Director General of the Research Institute of Urban & Rural Construction Economy of China; Dean of the Department of Urban & Rural Construction Economy, Graduate School, China Academy of Social Sciences; Tutor for PHD Students of the Renmin University. He was a visiting scholar at Japan’s Tokai University from 1987 to 1989 and a visiting fellow at the Stanford University from 1992 to 1993. Mr. Chen is the author of a number of books, including Industrialization – Challenges Faced by China, A Study of Japan’s Industrial Policies, Dialogue on the 10th Five-Year Plan – A Review of China’s Medium- and Long-Term Development Strategies, Turn-of-the-Century Strategic and Policy Study, On Hot Issues, The Ultimate Law is Simplicity – A Lesson of Economics for EMBA Students, etc. Several hundred papers of his have been carried on academic publications. His research ranges from industrialization, industrial structure and regional economy to population and employment. As a winner of the Second National Prize) for Scientific and Technological Advances (Social Sciences), the First and Second National Prizes  for Development, SEC (State Education Commission) Prize for Excellent Works, First Prize in Social Sciences (Liaoning Province), he has chaired major studies such as the Study on China’s Economic Structure in the Course of Cross-Century Strategic Development, China’s Economic Growth at the End of the Century, Surplus Economy: Situation and Responses, A Study on Asset Reorganization of Important Basic Industries, 1999: Review of China’s Medium- and Long-Term Development Strategies, Define Strategic Positions of State-Invested Chinese Companies in the Course of Reform and Development, Strategic Thinking on Safeguarding National Oil Security, etc.
